That the opium was either the property of
the Canton Government or of some monopoly directly
controlled by that Government is sufficiently
evident from the fact that all negotiations for its
return were conducted between the British Consul-
General at Canton and the Mayor of Canton.

The launch in question appears to have
been in temporary charge of a concern called the Tung Wan Company which does not itself sell opium
but has the sole right under the Canton Government
of transporting opium throughout the Province of
Kwangtung.
6. It is doubtful if the launch was
sufficiently sea-worthy to make the passage to Swatow,
which was her alleged destination, but there is no
strong evidence that the opium was destined for this
Colony, and it may rather be supposed that she was
engaged in a normal removal of opium from one port
of the province to another and that her entry into
British waters was due to foggy conditions.
